After identifying the procurement you want (as long as the solicitation has not been published) ask the Contracting Officer is they have a willingness to use the set-aside you want or ask if they have a willingness to sole source the project.
Next start sending copies of this request information to your SBA Business Opportunity Specialist so they will have this for future correspondence on the matter. (The SBA will be the one to ultimately change the set-aside or establish the sole source with the Agency).
This is all about keeping accurate records and following the steps established for many years in dealing with Federal Procurement Opportunity.
