Project Intelligence is a critical issue as it relates to the gathering of key information for the decision process.
Below I have outlined some of the key elements identified on a project before and during the bid process.
RESEARCH
Research of the past 10 years of performance
CORRESPONDANCE
Correspondence and Directives between agencies as they relate directly to the evaluation process (Public AND Non-Public Record).
PERFORMANCE HISTORY
Performance evaluations that may be obtained on all past incumbents that may reflect trends in what we would call “HOT TARGETS” or areas of performance that have more importance to the customer, but may not be emphasized in the solicitation.
Were all options of this project exercised.
Were Award Fee’s utilized
RECORDS
Comprehensive phone and name records of all contracting personnel associated with the solicitation.
CONTRACTING ORGANIZATION CHARACTERISTICS
Are they slow to act on proposals?
Do they have a history of long “best and final” approaches to their solicitations?
Are they good with business… cost knowledge, equipment knowledge, etc.
FEDERAL BUDGET
What is the actual allocated budget for the contracting facility (public record)?
